Healthcare System Director
Michael Swartz was named VA Western New York Healthcare System Director for VA Western New York Healthcare System July 13, 2018. He had been serving as interim Director for VA Western New York since January, 2018. Prior to assuming this position he served as Director for the Canandaigua VA Medical Center since August 19, 2016. He served as Director at the Bath VA Medical Center since 2012 and continues in an interim capacity. Mr. Swartz also served as the Associate Medical Center Director for the Syracuse VA Medical Center since July 2004. In addition to his duties as Associate Director he served as VA Health Care Upstate New York Diagnostics & Therapeutics Care Line Program Manager for ten years. Michael Swartz earned the degree of Masters in Public Administration (MPA) with a concentration in Health Care Management from State University of New York at Brockport in January 1991. He had previously earned his Bachelor of Science in Health Care Administration from Ithaca College in May 1985. Mr. Swartz is a Fellow of the American College of Healthcare Executives. Michael Swartz began his VA career in 1984 as an administrative intern at VA Medical Center Batavia. Over the years, Mr. Swartz has held positions of progressively greater responsibility. He has served as an Administrative Assistant to the Director at the Syracuse VA Medical Center; Manager of Integrated Health Systems for VA Western New York Healthcare System (Buffalo and Batavia); and the Clinic Manager of the Rochester VA Outpatient Clinic, overseeing the final construction and activation of the new clinic in 1996.

Chief of Staff
Dr. Philippe Jaoude was selected as Chief of Staff in January 2021. Dr. Jaoude is a board-certified physician in Sleep, Critical Care, and Pulmonary Medicine and is certified as Diplomate in the American Board of Internal Medicine. He has been with VAWNYHS since 2013 and has held several chief and director level positions to include Acting Chief of Staff, Chief of Medicine, Pulmonary, Critical Care, and Sleep Medicine. He received his M.D. from Saint Joseph University, Beirut, Lebanon, in 2000 and later completed his internship there in 2001. Dr. Jaoude then went on to complete his residency in internal medicine in 2004, a fellowship in pulmonary and critical care in 2011 and a sleep medicine fellowship in 2012 from The State University of New York at Buffalo (SUNY@Buffalo). His professional appointments include several years as an attending physician at Buffalo General Hospital and VAWNYHS. He has held a variety of appointments at SUNY@Buffalo since 2001 to include Assistant and Associate Professor for Clinical Medicine. Dr. Jaoude is a member of CHEST (a peer reviewed medical journal and society), The American Thoracic Society, and The American Academy of Sleep Medicine. He has published over 18 peer reviewed journal articles including several book chapters and abstracts covering his experiences, findings, and outcomes in multiple medical specialties.

Associate Director for Patient/Nursing Services
David J. Roll has been appointed Associate Director for Patient/Nursing Service/Nurse Executive for VA Western New York Healthcare System, effective September 3, 2018. Previously Mr. Roll was as an Inspector for the Air Force Inspection Agency, Kirtland AFB, Albuquerque NM. Mr. Roll served 40 years in the United States Air Force from 1978-2018 in a variety of roles including EMT, staff nurse, Critical Care, Infusionists, Nurse Manger, Clinical Operations Manager, Commander of Medical Operations and Aeromedical Evacuation and Chief Nurse. Mr. Roll’s educational background includes a Master of Science Degree in Nursing Education and a Bachelor’s of Science in Nursing from State University of New York, Albany New York. Mr. Roll’s nursing career has been primarily with the Air Force Medical Services, United States Air Force but also included 17 years working for several companies to include Bayfront Medical Center, St. Petersburg FL and Humana HCA.

Associate Medical Center Director
Royce Calhoun has served in the Associate Director role since April 2016. He previously served as Interim Associate Director and Assistant Director. His experience includes Batavia site manager, as well as supervisor to many of the administrative departments at both facilities. Mr. Calhoun started his VA career at the Buffalo site as an Accounting Technician in August 1986 and served in progressively responsible roles including Budget Analyst, Chief Financial Officer and Business Manager. He had a key role in the consolidation of VA Batavia and Buffalo to VA Western New York Healthcare System (VAWNYHS) as well the unique and successful data base integration of all of the Medical Centers within VISN 2. Mr. Calhoun earned his Master’s Degree in Health Administration from the University of Colorado and undergraduate degree at D’Youville College in Accounting.

Assistant Medical Center Director
Danielle Bergman is currently serving as Assistant Director at VA Western New York Healthcare System (VAWNYHS). Prior to this assignment, she has served as Human Resources Manager for VA NYHS. She began her VA career in 2007 at the Canandaigua VA Medical Center as a Human Resources Technical Career Field Intern and then served as a Human Resources Specialist. Following her service at Canandaigua, she worked for VA Health Care Upstate New York - Veterans Integrated Service Network (VISN 2) in Albany, NY as a Supervisory Human Resources Specialist. Bergman graduated summa cum laude from St. John Fisher College in 2005, with a Bachelor’s degree in Business Administration and a certification in Service Leadership, and in 2007 summa cum laude with a Master’s degree in Human Resource Development. She is also a 2016 graduate of the VA Health Care Leadership Development Program.
