William F. Feeley, has been named Medical Center Director for the second time at VA Western New York Healthcare System effective June 21, 2009. Feeley recently served as Deputy Under Secretary for Health for Operations and Management in the Veterans Health Administration (VHA) of the Department of Veterans Affairs in Washington, DC since February 2006. In this role he was the Chief Operating Officer responsible for VHA’s 21 Veterans Integrated Service Networks. Prior to that appointment, Feeley served as Director of VA Healthcare Network Upstate New York since March 31, 2003. He was responsible for a health care system that cared for more than 140,000 veterans in Upstate New York through five VA medical centers in Albany, Bath, Buffalo/Batavia, Canandaigua and Syracuse, and 28 community based VA outpatient clinics. As Director at VA Western New Healthcare System from 1998-2003, he served as a member of the Board of Directors for the Buffalo-Niagara Health Quality Coalition and was involved in applying VA benchmarks in health care quality to community hospitals. At VA Western New York Healthcare System, he will oversee over 1,690 employees serving over 40,000 veterans.

With more than 35 years of career federal service, Feeley has held appointments as the Associate Director for VA Western New York Healthcare System, Northampton VA Medical Center, and Grand Junction VA Medical Center.

Feeley received his Bachelor’s Degree in sociology in 1969 from Providence College and his Master’s Degree in Social Work in 1971 from Boston University. He is a 1992 graduate of the Federal Health Care Executives Institute.

Dr. Miguel Rainstein was selected as Chief of Staff, VA Western New York Healthcare System, December 7, 2008. He was acting Chief of Staff from April 2008 to becoming Chief of Staff, and previous to this appointment, he held the position of Chief of Surgery at this facility from July of 2005 to 2008.

As Chief of Staff, Dr. Rainstein has the responsibility to provide quality patient care and to coordinate all professional activities to fulfill that mission. He supervises the operation of both the Buffalo and Batavia sites, as well as community based outpatient clinics in Jamestown, Dunkirk, Niagara Falls, Lockport, Lackawanna, Olean, Springville and Warsaw. He was awarded VA’s distinguished Hands and Heart Award in 2007.

Dr. Rainstein received his undergraduate degree and his Medical Degree from the University of Buenos Aires. He completed his surgical residency at Millard Fillmore Hospital in 1979. He is currently Clinical Assistant Professor of Surgery at the State University of New York at Buffalo.

He is a Diplomat of the American Board of Surgery, a Fellow of the American College of Surgeons and also holds membership in the Buffalo Surgical Society.

Jason C. Petti, MSHA has been appointed Associate Medical Center Director, VA Western New York Healthcare System September 13, 2009. Prior to this appointment, Mr. Petti served as the Associate Medical Center Director at the Oscar G. Johnson VAMC in Iron Mountain, Michigan. He began his VA career in March 1998 at the Miami VAMC, then served as Health System Specialist at the West Palm Beach VAMC in Florida, Edward Hines Jr. VA Hospital in Illinois, and as Assistant Medical Center Director at Jesse Brown VAMC in Chicago. Mr. Petti received his Masters of Science in Health Services Administration from Barry University’s School of Health and Natural Sciences and his Bachelor’s Degree in Business Administration from St. Thomas University.

Royce Calhoun has been appointed Acting Assistant Director effective September 24, 2009. He previously served as Acting Associate Director, Acting Assistant Director and Business Manager. Mr. Calhoun started his VA career at the Buffalo site as an Accounting Technician in August 1986 and served in progressively responsible roles including Budget Analyst and Chief Financial Officer. He had a key role in the consolidation of VA Batavia and Buffalo to VA Western New York Healthcare System (VAWNYHS) as well the unique data base integration of all of the Medical Centers within VISN 2.

Mr. Calhoun earned his Master’s Degree in Health Administration from the University of Colorado and an undergraduate degree at D’Youville College in Accounting.

Ms. Lizabeth M. Weiss, Registered Nurse (RN) was assigned to the Nurse Executive position at VA Western New York Healthcare System beginning July 2000. Prior to this assignment, she served in progressively responsible roles including staff nurse, Head Nurse, Associate Nurse Executive, Customer Service Liaison and Care Line Manager in Behavior Health at VA Western New York Healthcare System.

Ms. Weiss received her Bachelor of Science in Nursing from D'Youville College, Buffalo, New York and her Master of Science in Nursing from the State University of New York at Buffalo. She is recognized by the American Nurses Credentialing Center as a Board Certified Nurse Administrator. She has received the Certificate in Healthcare Leadership from Cornell University, School of industrial and Labor Relations, a statutory college of the State University of New York.

As the Nurse Executive, Ms. Weiss is accountable for the delivery of all nursing care in VA Western New York Healthcare System provided within VA WNY Healthcare System. She plans, develops and maintains a comprehensive program, inclusive of professional nursing practices, to ensure compliance with Department of Veterans Affairs directives, Joint Commission standards, National Committee for Quality Assurance (NCQA), Commission on Accreditation of Rehabilitation (CARF) and confidentiality regulations. Ms. Weiss assures the implementation and maintenance of standards for professional and para-professional nursing practices throughout VA WNY Healthcare System. Ms. Weiss provides consultation to management on policy, quality of care assessments and resources utilization for the medical center.

Ms. Weiss is currently an Adjunct Faculty member of the School of Nursing at the State University of New York at Buffalo. She has been a guest lecturer at Daemon College, Buffalo, New York, and with the International Institute for Research based in Chicago and New York.
